What is being shaped?

We are pleased to announce that since the upgrade of the playground at Judy Pannell Park, we have received feedback from the community that there has been an increase in park use. This includes families visiting for picnics.

The recent popularity of the park has meant that on occasion, there has been conflict between park users and off-leash dogs.

Backstory

In consideration of this feedback, at the Ordinary Council Meeting of 20 June 2023, Council resolved to investigate to:

a) Trial Judy Pannell Park which is currently an off-leash area as an on-leash park

and

b) Trial Fern Place Park which is currently an on-leash area as an off-leash park.

Because under the Dog Act 1976 the City is required to provide at least 28 days’ notice of intention to declare dog exercise areas the trials will not start until 30 November 2023.

Signage will be erected on both sites with details about the trials and advising of the changes to the off and on-leash status of the two parks.

LOCATION

Judy Pannell Park (corner of Braibrise and Fern Road) and Fern Place Park (corner of Fern Place and Fern Road) Wilson.

PROPOSED CHANGES DURING THE TRIAL

What does this mean?

Dog exercise areas are public spaces where dogs can exercise off-leash with owners close by supervising. Dog owners must have control of their dog and be carrying and capable of attaching a suitable leash. As always, owners are responsible for cleaning up after their dogs. During this trial dogs will be required to be kept on-leash in Judy Pannell Park.

The City is seeking comment from residents and park users during the first two and a half months of the trial

What are the next steps?

The trials will continue to 15 April 2024 to allow for community feedback to be collated to form a recommendation to Council to consider in March 2024 and determine:

  • if Fern Place Park should continue to be an off-leash dog exercise area after the trial

and

  • if Judy Pannell Park should be an on-leash area permanently.
