DAP26/0003 - 111 Multiple Dwelling and Three Commercial Tenancies - 178 Railway Parade, Queens Park
The City has received a Development Assessment Panel (DAP) application to consider a Mixed Use Development (111 Multiple Dwellings and Three Commercial Tenancies) development at the subject site.
As part of the assessment of this application, adjoining/nearby affected owners and occupiers are invited to view the development plans and supporting reports (as applicable), and make comment on the planning matters that affect their property.
Why you have received this letter
Western Australia’s planning legislation sets out statutory consultation requirements for a range of planning matters. This allows people who may be impacted by proposals, and the community in general, to comment on planning proposals.
The development is summarised as follows:
- The development proposes an eight storey (8) storey mixed use development including 111 multiple dwellings and three ground floor commercial tenancies.
- The development is separated into two portions, with tower A and tower B.
- The multiple dwellings comprise the following makeup:
- 31 units with 1 bed x 1 bath (27.9%)
- 71 units with 2 bed x 2 bath (63.9%)
- 9 units with 3 bed x 2 bath (8.1%)
- Car parking:
- 108 parking spaces for residential;
- 5 parking spaces for commercial;
- 14 on-site visitor spaces;
- 4 off-site (verge) visitor spaces;
- 13 motorcycle spaces.
- Vehicle access is provided from Wharf Street.
The development application has been assessed against the planning framework set out in the Residential Design Codes Volume 2, the City’s Local Planning Scheme 42, and the Queens Park Local Structure Plan (including Amendment 2). An assessment of the application by the City’s officers note the following key matters requiring consideration:
- The development proposed at eight storeys (25.2m) in lieu of a maximum of five storeys (15m)
- Ground floor commercial and parking
- Level 1 Parking level
- Level 2 – Level 7 Apartment Dwellings
- The development proposes a boundary wall on the north-western lot boundary to a height of three storeys in lieu of a maximum of two storeys;
- The development proposes major openings to primary living spaces on the north-eastern elevation of the building as follows:
- Floors three and four, major openings setback 3.5m from north-eastern lot boundary in lieu of a minimum of 4.5m; and
- Floors five and six, major openings setback 3.5m from north-eastern lot boundary in lieu of a minimum of 9m.

How the City will make a decision on the development proposal
Please be advised the City is not the decision-maker for this application and the application will instead be determined by the Metro Inner Development Assessment Panel (DAP). The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP, the City is seeking your comments on the proposal.
Any comments will be included within the Responsible Authority Report to ensure that the community’s views have the opportunity to form part of the DAP’s consideration of the proposal. Information regarding the DAP process can be found on the DAP website.
