Consultation has concluded on this proposal. The City's Planning Services will now review the comments made and assess the application on its merits. A notice for the upcoming council meeting will be sent to submitters in due course.

The City has received an application for a Telecommunication Infrastructure (a monopole) at 40 Centenary Avenue, Wilson WA 6107.

Please see application for comment, which is briefly outlined below:

The installation of a 30m high ‘monopole’ to the site,

  • Ancillary antennas to the top of the monopole with varying sizes of 2.688m (height), 0.498m (width) and 0.197 (depth), and
  • Incidental equipment to facilitate the monopole, including cabling, mounts, and other ground-based infrastructure.

Matters that we would like you to consider

We ask that you consider the following matter(s) in addition to the lodged supporting documents and let us know what your submission is to the development proposal.

In considering an application for development approval, the local government will have regard to matters detailed in the state government’s Planning and Development (Local Planning Schemes) Regulations 2015 (Regulations 2015). In this instance the relevant matters for consideration include, but may not be limited to:

  1. The aims and purpose of which the land is zoned or reserved under the MRS.
  2. The compatibility of the development with its setting, including-
  1. The compatibility of the development with the desired future character of its setting, and
  2. The relationship of the development to development on adjoining land or on other land in the locality including, but not limited to, the likely effect of the height, bulk, scale, orientation, and appearance of the development.
  1. The impact on the amenity of the locality.

‘Amenity’ is defined in Schedule 1 of the Regulations, as: “…all those factors which combine to form the character of an area and include the present and likely future amenity”. Common amenity considerations include, but are not limited to, car parking and traffic generation, noise or odour emissions and visual aesthetics.


Centenary Park is a state-owned reserve for the purposes if ‘Parks and Recreation’ under the Metropolitan Region Scheme (MRS). An approval under the City of Canning’s Local Planning Scheme No. 42 (LPS42) is not required; however, the City has an affected local authority has the opportunity to provide recommendations to the Department of Planning, Lands and Heritage (DPLH), prior to their determination of the proposal.


Following closure of this consultation period, a delegated (authorised) officer of the City will consider the application with regard to the relevant matters for consideration. This includes consideration of any comments from adjoining affected landowner(s) and occupiers and the relevant planning considerations applicable. The recommendation that will follow will then be put to Council for consideration and final recommendation to the Department of Planning, Lands and Heritage (DPLH). If you make a submission on the proposal, you will be invited to attend the Council meeting.
