Have Your Say on Cat Management in Canning
The City of Canning is seeking feedback from residents on cat containment and potential curfew options. Whether you own a cat or not, your views are important.
Residents are invited to complete the Your Say survey and share their views on possible approaches to cat containment, including:
A Night-time curfew: Cats must stay on their owner’s property from sunset to sunrise, or during prescribed times eg. 6.30pm to 6.30am
A 24-hour curfew: Cats must stay on their owner's property at all times.
No curfew: Continue with the current approach, allowing cats to roam freely.
Your feedback will help inform the next review of the City's Cat Local Law 2021.
The State Government recently introduced the Cat Amendment (Local Laws) Bill 2026 (Amendment Act) into Parliament, which is proposed to expand the local law making powers of local government to;
(a) prohibit a cat from being in a place, including prohibiting a cat from being in —
(i) any or all public places; or
(ii) any place other than the premises at which the cat is ordinarily kept; and
(b) provide that a prohibition —
(i) applies or does not apply during certain times of day or year or during certain events; or
(ii) does not apply to a place within the otherwise prohibited area; or
(iii) does not apply if certain conditions are met, including that the cat is under the effective control of a person or is contained;
(c) provide what constitutes a cat being under the effective control of a person, or being contained, for the purposes of the local law.
In anticipation of these proposed changes, the City is seeking community feedback to help determine whether amendments to the Cat Local Law 2021 should be considered in the future. The Bill can be accessed here via the Cat Amendment (Local Laws) Bill 2026
Importantly, no decision has been made to introduce a cat curfew or amend the City's Local Law. This consultation is being undertaken to understand community views and gather feedback before any future decisions are considered. It is also currently unknown if or when the proposed State legislation will become law.
