The Proposal
The City has received the above-mentioned subdivision referral from the Western Australian Planning Commission (WAPC) for advice and recommendations. The proposal seeks to vary the City’s Town Planning Scheme No. 21 – Guided Development Scheme (TPS21) as detailed below.
Prior to providing advice to the WAPC and in accordance with Part 8 of the City’s TPS21, adjoining owners and occupiers are invited to view the subdivision plans and provide comments on the proposal.
Town Planning Scheme 21 Variation – Changes to the Provision Public Open Space
The City’s TPS21 identifies that 584.17m2 of the lot is to be vested as Public Open Space (as an extension to Dabchick Park), as identified in green on the map below. The required Public Open Space area connects to the future Subdivisional Road (purple road on the map below), with one lot able to be developed to the rear of the site:
Instead, the proposal reduces the amount of Public Open Space provided to 401m2 (Lot 9001), to facilitate the creation of five survey-strata lots serviced by a common property driveway.

Written submissions, including the affected property address, are not considered confidential and may be referred to the applicant to assist negotiations relating to the proposal. Personal contact details such as names, email addresses and telephone numbers, however, will not be provided to the applicant. Written submissions may also be the subject of Freedom of Information requests and included as attachments to any public planning report relating to the application.
In accordance with Part 8 of Local Planning Policy LP-11 – Public Consultation of Planning Proposals, if no response is received from a notified owner or occupier, the City will assume there are no comments. A lack of response will not be interpreted as either support or objection.

What happens following consultation?
Please be advised the City is not the decision-maker for this application and the application will instead be determined by the Western Australian Planning Commission (WAPC). The City’s role is to provide a recommendation to the WAPC and advice based on the City's local planning framework. As part of preparing the City’s recommendation to the WAPC, the City is seeking your comments on the proposal.
Once the consultation period closes, a delegated officer of the City will assess the proposal, taking into account relevant planning considerations and any feedback received from affected landowners and occupiers.
The City will contact you following the recommendation being made to advise how your comments were considered in the City’s recommendation.
In some cases, the application may be referred to a Council meeting for determination. If this occurs, you will receive an invitation to attend or view the meeting online.
