Scheme Amendment No. 30 to Town Planning Scheme No. 21 - Omnibus

Notice is hereby given that the local government of the City of Canning is proposing a Scheme Amendment to Town Planning Scheme No. 21 (TPS 21).

The City’s TPS 21 is a specialised local planning scheme that applies over the suburbs of Queens Park and East Cannington. The main purpose of TPS 21 is to function as a statutory document that guides how land within the Scheme area is designed and developed to ensure orderly planning. This is done by directing matters such as land use, subdivision design and infrastructure layouts (for instance, specific road layouts) within the Scheme area.

The proposed amendments to TPS 21 are known as Scheme Amendment No. 30, and it is an “omnibus” Scheme Amendment that is proposing a number of modifications, majority which are to correct minor anomalies and inconsistencies to improve TPS 21’s overall operability.

How to Submit Your Comments

Please provide your written feedback to the City by 05:00pm on Tuesday 8 September 2026, through one of the following methods:

  • Mail: Complete this form and post it to City of Canning, Locked Bag 80, WELSHPOOL WA 6986.

In accordance with Part 8 of the City’s Local Planning Policy LP.11 – Public Consultation of Planning Proposals, if no response is received from a notified owner or occupier, the City will assume there are no comments. A lack of response will not be interpreted as either support or objection.

Guidance on what is a “valid” or “non-valid” planning consideration is provided in Local Planning Policy LP.11.

Submissions on the proposal should include the name and address of the person making the submission, in order for the submission to be considered by the City. These details will not be made available to the public. The City takes reasonable steps to protect your personal information in accordance with the Privacy and Responsible Information Sharing Act 2024 (WA). Written submissions may be the subject of Freedom of Information requests.

What happens following consultation?

Once the consultation period closes, the City will prepare a report on the outcomes of the public consultation, taking into account relevant planning considerations and any feedback received. The report will then be referred to a Council meeting for Council’s consideration.

If you have made a submission, you will receive an invitation to attend or view the meeting online.

Once Council has made a decision on the Scheme Amendment post-public consultation, the City's officers will then forward the Scheme Amendment to the Western Australian Planning Commission for the Minister for Planning's consideration. Please note that the Minister for Planning is the final decision-maker on Scheme Amendments.
