Initiation of Scheme Amendment No. 17 - Proposed ‘Medical Centre’ Additional Use at No. 12 (Lot 210) Robbins Place, Shelley

Notice is hereby given that the local government of the City of Canning is proposing a ‘Medical Centre’ Additional Use for No. 12 Robbins Place, Shelley.
The site is currently zoned ‘Residential’ and used for the purposes of ‘Consulting Rooms’, which has been operating there since 1993 with Development Approval.
The difference between ‘Consulting Rooms’ and ‘Medical Centre’ is that the ‘Consulting Rooms’ land use allows for no more than 2 health practitioners practicing at the site at the same time, whereas a ‘Medical Centre’ land use will allow for 3 or more health practitioners at the same time.
As a ‘Medical Centre’ land use is a prohibited (‘X’) use in the ‘Residential’ zone, the landowner has requested a Scheme Amendment which will allow that use to be added onto the site as an ‘Additional Use’.
This proposal is known as Scheme Amendment No. 17.
What will happen if this Scheme Amendment is gazetted?
Should this Scheme Amendment be supported by the Minister for Planning and ultimately gazetted, this will allow the City to consider the ‘Medical Centre’ land use on the site.
It is worth noting that the number of consultants who can practice on the site will be dependent on the number of car parking bays the site can accommodate. This will be determined through a future Development Application for the ‘Medical Centre’ land use on the site, which the landowners will need to submit to the City for consideration before they can operate a ‘Medical Centre’ on the site.
As part of Scheme Amendment No. 17, the City is proposing that the below limitation be placed on the proposed ‘Medical Centre’ Additional Use for the subject site, to ensure it operates at an optimal scale that is reflective of the existing car parking capacity and lack of additional space for further expansion:
“Maximum health practitioners to be limited to three (3) on-site at any one time.”
Why is the City advertising this Scheme Amendment?
On 18 February 2025, Council considered a report on the Scheme Amendment, and resolved to endorse the proposal for public consultation (Council Decision PD-001-25).
The Scheme Amendment is now being advertised for public comment in accordance with the Planning and Development (Local Planning Schemes) Regulations 2015.
