Hillview Hub Streetscape and Traffic Management

In conjunction with the City’s developments at the Hillview Park and the Hillview Intercultural and Community Centre, the City is proposing a series of traffic interventions and streetscape upgrades aimed to improve road safety, prioritise pedestrian movement, and improve amenity within the area.

Thanks to the RAC’s Reconnect WA program, as well as State Government funding and the Australian Government Local Roads and Community Infrastructure Program, we’re working to create a fun, vibrant and functional space at the Hillview Hub for you to play, relax and come together.

Hillview Park will include a new nature play space will be built with accessible equipment options for kids to play and explore.

Other exciting features include a multi-sport hardcourt, outdoor fitness equipment, tables and seating, a drink fountain and additional on-street parking for visitors, with potential for food truck events.

As depicted in the Hillview Hub Master Plan, the key design features are as noted below.

  • Reduce widths of intersections and improved pedestrian crossings
    • With high likelihood of increased pedestrian activity, provision of safe facilities in accordance with current standards is a priority for the project. Reduced road widths are also designed to encourage lower speeds for vehicles within the Hillview Hub and encourage pedestrian movements.
  • Partial closure of Stannard Street
    • Potential for vehicle conflicts created by the obscure angle of this intersection has been removed in the design, with alternate access provided via Fitzpatrick Street. This allows for the connection of Fitzpatrick Park to the adjacent community centre also, and improved pedestrian access to this passive open space.
  • Provision of Raised Plateaus (commonly known as speed bumps)
    • Designed with the intent of slowing the movement of vehicles through the area.
  • Provision of additional formalised parking infrastructure
    • With improved amenity at the parkland and community centre it is important to recognise the need to provide car bay spaces for people who visit the park are appropriate and sufficient to meet demand.
  • Reconfiguration of Hill View Place parking areas to provide further amenity and public space which is dedicated to pedestrians not dedicated to vehicle
    • The existing Hill View Place is a road environment. The design aims to convert this to a space where more room is afforded to pedestrians and those wishing to mingle around the commercial/retail area and Intercultural and Community Centre. This has been achieved by converting the double aisle into a single aisle car park. Vehicle speeds within this area will be slow with a seamless transition between the buildings and adjacent parklands.
  • Streetscape
    • The streetscape will be planted out with a selection of trees and shrubbery, in keeping with those in the adjacent parkland and in accordance with the City's Local Biodiversity Strategy and Urban Forest Strategy.
    • Pavements will be renewed and pathways will be improved to aid in pedestrian movements.

Hillview Park - your neighbourhood hub in Bentley

Hillview Park and the adjoining shopping centre have been classified as a neighbourhood hub in the City’s Local Planning Strategy 2017.

The park has great potential for improvement - the City wants to create a fun, vibrant and functional space to encourage residents to use the park for recreation and community activities.

Based on community feedback from our initial consultation period in 2019, the City developed a concept plan for Hillview Park. Consultation on the concept plan took place in November 2019. The feedback was positive and showed strong support for the overall concept design. The concept design was further refined upon budget review and detailed design was completed in January 2021. Construction works on Hillview Park commenced in May 2021, and was completed in November 2021.

One of the key features of the design is the demolition of the former South Bentley community building to provide space for a multi-sport hardcourt.

The design retains the former Child Health building of which there will be further City planning for its future use and purpose.

The refinement of the concept plan saw the omission of some original concept features such as rain gardens; a staircase at the rear of the former Child Health building; and timber decking. The park will have essential improvements including the addition of new pathways and garden beds, with a mixture of local plant species to attract the native wildlife.

Other exciting features of the park will include outdoor fitness equipment; a nature play space with some accessible equipment; lighting for pathways and hardcourt; a drink fountain; sitting areas with tables and benches, accessible pathways, kick-about spaces and free public wi-fi for parkland users.
