As the application is a Development Assessment Panel (DAP) application the City will assess the application and provide a Responsible Authority Report including a recommendation for the application to the DAP. The City is not the delegated authority (decision-making body).
The application briefly outlined below:
- Proposed Warehouse/Storage and Office building comprising;
- Two storey built form;
- Office space to front of building, fronting Division Street;
- Warehouse space to the rear and side of office;
- One male and one female toilet;
- Proposed Large Format Digital Signage comprising;
- 17.2m overall maximum height;
- 48m2 one-way screen;
- Five on-site car parking spaces and four bicycle parking spaces; and
- Eight tree plantings on site.
An assessment of the application by the City’s officers noted the following matter(s) requiring consideration:
- The proposal includes a Use Not Listed (Large Format Digital Signage). In accordance with the Planning and Development (Local Planning Schemes) Regulations 2015 (the Regs) Clause 64, consultation is required to be undertaken by the Local Government.
Prior to making a decision on the application, adjoining affected owners and occupiers are invited to view the development plans and supporting reports, and make comment on the planning matters that affect their property.

The land use
The proposed land use, Large Format Digital Signage, is a use that is not specifically referred to in the zoning table (Table 3) of the City’s Local Planning Scheme No.42 (LPS42) and cannot reasonably be determined as falling with a use class referred to in the zoning table. In accordance with LPS42 Clause 3.3.4 the proposed land use requires consideration by the Local Government.
Proposed signage form
The City’s Local Planning Policy 05 Advertising Signs (LP05) provides a maximum screen area size for Digital Format Signs under Clause 4.3b of 42.4m2 in the General Industry zone. The proposal has a proposed screen area of 48m2.
The City’s Local Planning Policy 05 Advertising Signs (LP05) provides a maximum height for Billboard Signs (the signage type that a Large Format Digital Sign falls under) under Clause 4.3b of 12.5m. The proposal has an approximate maximum height of 17.2m.
