The City has received a Development Assessment Panel (DAP) application to consider a Multiple Dwelling development at the subject site.
As part of the assessment of this application, adjoining/nearby affected owners and occupiers are invited to view the development plans and supporting reports (as applicable), and make comment on the planning matters that may affect their property.
Reason for Advertising
Western Australia’s planning legislation sets out statutory consultation requirements for a range of planning matters. This allows people who may be impacted by proposals and the community in general to comment on proposals.
The development proposes a two-storey development comprising of 28 dwellings, including
- 20 x 2 bed dwellings
- 8 x 1 bed dwellings
- 28 resident parking bays
- 2 visitor parking bays
- 2 motorcycle bays
- Landscaping to suite
The Residential Design Codes (R-Codes) provide a basis for the management of residential development throughout Western Australia. The R-Codes have two levels of assessment; a ‘Deemed-to-Comply’ and a ‘Design Principles’ assessment. The ‘Deemed-to-Comply’ provisions of the R-Codes are prescriptive in nature whereas the ‘Design Principles’ are more performance based. Where a proposal does not achieve the ‘deemed-to-comply’ pathway requirements, the proposal is to be considered against the relevant ‘design principles’ of the R-Codes.
Matters for Consideration
The following matter(s) require City's consideration:
- Lot Boundary Setback
The R-Codes prescribe minimum lot boundary setbacks for buildings to satisfy the deemed-to-comply requirements. For the proposed development, a minimum setback of 3m is required to satisfy the deemed-to-comply pathway.
The proposal seeks approval for setbacks of 1.66m and 2.35m to the eastern lot boundary and therefore requires assessment against the relevant Design Principles.
- Building Height
The R-Codes prescribe maximum building heights for buildings to satisfy the deemed-to-comply requirements. For the proposed development, a maximum building height of 8m is required to satisfy the deemed-to-comply pathway.
The proposal seeks approval for a maximum building height of 8.52m and therefore requires assessment against the relevant Design Principles.

How to Submit Your Comments
Please provide your written feedback to the City by 5:00pm on 19 October 2026 using the form below. You may also attach supporting documents such as plans, diagrams, or photographs.
Personal contact details such as names, email addresses and telephone numbers will not be provided to the applicant. Written submissions may be the subject of Freedom of Information requests.
In accordance with Part 8 of Local Planning Policy LP-11 – Public Consultation of Planning Proposals (Policy), if no response is received from a notified owner or occupier, the City will assume there are no comments. A lack of response will not be interpreted as either support or objection.

What happens following consultation?
Please be advised the City is not the decision-maker for this application and the application will instead be determined by the Metro Inner Development Assessment Panel (DAP). The City’s role is to provide a recommendation to the DAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the DAP, the City is seeking your comments on the proposal.
Any comments will be included within the Responsible Authority Report to ensure that the community’s views have the opportunity to form part of the DAP’s consideration of the proposal. Information regarding the DAP process can be found on the DAP website.
