The City has received the above-mentioned development application, which is briefly outlined below:

Change of use to Holiday house

  • Holiday house means a single dwelling on one lot used to provide short term accommodation but does not include a bed and breakfast.

Proposal:

The application is detailed by the applicant as follows:

  1. The use of an existing dwelling for un-hosted short stay accommodation, with a maximum occupancy of 11 guests (not including infants).
  2. A minimum stay of 2 nights and a maximum stay of 3 months.
  3. Check in times of 7am on weekdays and 8am on weekends, with check in no later than 10pm on all days;
  4. Parking available within the premises, with x2 bays in the garage and parking available in the driveway.
  5. Guests are subject to screening, including ID, booking purpose, and past reviews.

To support the application, the applicant has prepared a detailed management plan to address matters inclusive of complaints management, noise and "house rules" for guests. A copy of the management plan can be viewed on the "documents" section of this page.


Prior to making a decision on the application, adjoining affected owners and occupiers are invited to view the development plans and supporting reports (as applicable), and make comment on the planning matters that affect their property.

Objectives of the Residential Zone

The subject site is zoned ‘Residential’ under the City’s LPS42. The objectives for development within a Residential zone are as follows:

  • To provide for a range of housing and a choice of residential densities to meet the needs of the community.
  • To facilitate and encourage high quality design, built form and streetscapes throughout residential areas.
  • To provide for a range of non-residential uses, which are compatible with and complimentary to residential development.

Provisions of the Scheme - Parking Shortfall

All development in the City is required to provide car parking at a rate set in the City’s LPS42. For a ‘Holiday House’, the minimum parking requirements are one (1) space for the first two (2) bedrooms, and one (1) additional car parking space per bedroom thereafter. A total of four (4) car parking bays are required to service the intended land use, in lieu of the two (2) car parking spaces available within the site.

Amenity

The City is required to give due regard to the potential amenity of the locality, including the environmental impacts of the development, the character of the locality and the social impacts of the development. ‘Amenity’ is defined in Schedule 1 of the Planning and Development (Local Planning Schemes) Regulations 2015, as: “... all those factors which combine to form the character of an area and include the present and likely future amenity;”.

Should the City issue a decision on the development application (approval or refusal), we will write to you again to explain how the matters you raised have been addressed.

In certain circumstances the application may be referred to the Council for consideration at one of its Council meetings. If this occurs, the City will send you a letter/email inviting you to this meeting.
