The Proposal

The City has received the above mentioned development application for an ‘Educational Establishment’. The premises already operates at the subject site and provides a wide range of practical training and certifications for trades including Carpentry, Bricklaying and Tiling. The existing business intends to operate:

  • An operating period from 8:00 am to 4:30 pm on Mondays to Fridays and on Saturdays during 8:00 am to 3:00 pm (with limited practical training only);
  • Not more than 6 staff members and 100 students at the site for training purposes at any given time; and
  • Car parking provided at the site with new works proposed to formalise car and bicycle parking at the site.

The business currently operates at this premises.

Prior to making a decision on the application, adjoining affected owners and occupiers are invited to view the development plans and supporting reports, and make comment on the planning matters that affect their property.

Matters that we would like you to consider


In considering an application for development approval, the local government will have regard to matters detailed in Schedule 2, Part 9, Clause 67 (2) of the Planning and Development (Local Planning Schemes) Regulations 2015; inclusive of the City’s Local Planning Scheme No. 42 and the Canning Activity Centre Plan. In assessing the application, the City has identified the following due regard matters that could impact nearby properties:

  1. The compatibility of the development with its setting including the relationship of the development to development on adjoining or on other land in the locality including, but not limited to, the likely effect of the height, bulk, scale, orientation and appearance of the development;
  2. The impact on the amenity of the locality;
  3. The aims, objectives and provisions of the Canning Activity Centre Structure Plan; and
  4. Any other valid planning consideration(s) that may be deemed relevant to the proposal.

How and when to submit your comments


Nearby affected owners and occupiers are invited to provide comments (in writing) to the City by 5pm on 21 August 2025.


Where possible we ask that you submit your comments via email to the assessing officer. The assessing officer details can be found in the 'Who's Listening' section of this page.


How the City will make a decision on the development proposal


Following closure of this consultation period, a delegated (authorised) officer of the City will consider the above-mentioned matter(s) with regard to the relevant matters for consideration. This includes consideration of any comments from adjoining affected landowner(s) and occupiers. Should the City issue a decision on the development application (approval or refusal), we will write to you again to explain how the matters you raised have been addressed.


As per Part 8 of the City's Local Planning Policy LP-11 – Public Consultation of Planning Proposals, if no comment(s) are received from a notified owner or occupier, the City will assume that the party does not wish to comment on the proposal. A lack of response will not be construed as either being in support of or objecting to a proposal. Should the City issue a decision on the development application (approval or refusal), we will write to submitters to address the matters that have been raised.


In certain circumstances the application may be referred to the Council for consideration at one of its Council meetings. If this occurs, the City will send you a letter/email inviting you to this meeting.
